Sir.

I have the honour to transmit for your considera

-tion a draft General Order for the regulation of the leave of a Governor's Private Secretary or Aide-de-Camp. The object of this order is clearly to define the position of these Officers with

regard to leave, the lack of instructions having given rise in the

past to some unnecessary trouble.

I do not myself think that the Governor's

Staff can be treated in a manner similar to Officers on the

temporary establishment. Those of them who are Military Officers

are entitled in the Army to two months vacation leave a year and as

long as the Governor is in the Colony it does not seem to matter if

they are granted so much leave. It is for the Governor to arrange.

I am also of opinion that these officers should

be allowed to accumulate three months vacation leave provided that

such full pay leave is taken while the Governor is in the Colony.

4.

I have further provided for half-pay leave in

case of the Governor's absence in which contingency it is necessary

that at least half-pay should be available for the Staff of the

Officer Administering the Government.
